27 About Treasurer Team Lead: Performs the work of the Linn County Treasurer’s Office Universal Clerk as a member of a team, carrying out the same roles and duties but with additional responsibilities to guide, instruct, direct, and lead the team.
Requires heavy public contact behind the window and by telephone.
Assists with daily office operations including training, assigning work, coordinating workflow, schedules, problem solving and team building.
Assists with work procedures and processes that support the County’s strategic outcomes and departmental standards according to the defined policies and procedures of the Linn County Treasurer’s Office.
Monitors the quantitative and qualitative results that are to be achieved and provides status reporting of team activities to Deputies.
Reports to Deputy Treasurers and works to obtain necessary resources to support team requirements.
Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.
Essential Functions Attends work promptly and regularly at the designated time and place.
Provides guidance, instruction, direction and leadership to a team of Universal Clerks for the purpose of achieving strategic outcomes.
Ensures the team is interacting with customers and understands their expectations so the team has a mutual understanding of the potential areas for improvement.
Suggests appropriate solutions to customer needs or methods to improve area operations, efficiency and satisfaction to both internal and external customers.
Provides and assigns daily direction of work/workflow and coordinates team logistics based on management direction.
Communicates with team so that work is processed in a timely, efficient, accurate and knowledgeable manner.
Provides appropriate coaching and direction to employees to resolve difficult customer transactions.
Uses appropriate judgement in regard to Code of Iowa interpretation as it relates to customer transactions and Treasurer operations.
Assists with identifying, establishing and implementing training opportunities for team and provides continual evaluation of processes and procedures.
May be responsible for opening and/or closing the office and handling large sums of money.
Performs all duties of the Universal Clerk and other related duties as assigned.
Knows the products they personally produce and the customers of each product.
Listens to the “Voice of the Customer “and closes gaps between customer expectations and experience whenever possible.
Minimum Qualifications & Requirements High school diploma or equivalent required.
Minimum of five (5) years of clerical and customer satisfaction experience in a position with significant direct contact experience including at least two (2) years of experience processing and accounting for large sums of money.
This experience must be in a professional capacity comparable to the duties of the Linn County “Universal Clerk” role.
Must demonstrate knowledge of motor vehicle and property tax concepts.
Extensive knowledge of Code of Iowa laws, policies, rules, and regulations; ability to explain the regulations and assist with training others on the regulations.
Must be organized and be able to assist with planning and directing on-going training sessions.
Ability to make decisions and provide direction to staff.
Ability to comprehend and attain a working knowledge of department functions and ability to develop a general knowledge and understanding of department programs, policies, and objectives.
Ability to prepare accurate reports and present to management.
Ability to provide leadership to assigned employees and team unit.
Ability to operate a computer and related desktop software and equipment including a computer, copier, scanner, printer, calculator, multi-line phone and fax machine.
Ability to take initiative and handle multiple tasks concurrently, adjust to changing priorities, maintain composure under stressful conditions and meet deadlines.
Ability to deal with difficult people, handle complaints and demonstrate good listening, speaking, and writing skills and tact.
Ability to establish and maintain effective working relationships with co-workers, other county employees and the general public.
Ability to process, manage and maintain confidential information.
Perform tasks which may be routine and repetitive, but not necessarily easily learned and subject to change annually per legislation; tasks also require independent judgement and Iowa Code or policy interpretation as it relates to Treasurer functions.
Represent Linn County and perform duties in a professional and responsible manner.
Special Necessary Requirements: Must pass a County physical examination which includes a drug test after offer of employment.
Must be able to move or lift material/boxes weighing from 10-50 pounds from floor level to counter height and from the storage room to the work area.
Regular work attendance required.
Must remain awake and aware of surroundings at all times.
